Hyppige flytninger af
fanger fra fængsel til fængsel (eller celle til
celle) anses for tortur. For eksempel har FN's
komite mod tortur udtalt, at blandt andet hyppige
flytninger af fanger mellem spanske fængsler var at
anse som tortur.Dette fremgår nærmere i en rapport
fra komiteen med titlen: "Conclusions and
recommendations of the Committee against Torture,
Spain, A/48/44, paras. 430-458, 26 June 1993".
Af afsnit 440 i komiteens beretning fremgår blandt
andet følgende: "...They also pointed out that
the conditions of detention in Spanish prisons could
sometimes be likened to cruel or inhuman treatment
and mentioned in this connection the sanitary
conditions, lack of ventilation and prison
overcrowding, the repeated measures of prolonged
isolation, holding suspects incommunicado for five
days, frequent transfers from one prison to another,
which made visits by relatives difficult, and the
arbitrary classification of detainees in the "first
degree" category when they had not yet been charged
....".
Som det fremgår af FN's torturkomites rapport,
finder komiteen, at hyppige flytninger af indsatte
kombineret med blandt andet langvarig isolation
kunne sidestilles med brutal og umenneskelig
behandling ("cruel or inhuman treatment") af
fangerne. Jan Henrik fortæller, at han kun får besøg
af sin far, når han er fængslet på Sjælland. Faderen
besøger ham aldrig i Jylland og på Fyn, idet han
ikke kan overkomme den lange rejse. Jan Henrik får
aldrig besøg af andre familiemedlemmer.
